I just filed the below complaint with the Department of Justice. I know it seems pointless but I need to keep getting these folks on record. I literally submitted from phone so please disregard any typos, I think my point was made.
In Jan 2020 I filed a qui tam whistleblower lawsuit in DC Federal court. A copy went to both the presiding judge and Dir. William Barr, DoJ. The DoJ did not take action and the presiding judge dismissed my case WITHOUT prejudice. My qui tam provided implicit evidence of social media psychological warfare weapons I helped to pioneer for the DoD on a contract for a company, Dynology, which was owned by Obama/Biden’s National Security Advisor, Gen. James Jones. My qui tam included fact-witness testimony that the weapon, now commercially sold as, “The ShadowNet” was used to influnce numerous elections in the U.S. Yesterday I saw Dir. Barr go on national TV and state he has not seen any witness with evidence of election influence and tampering. which is factually wrong, as Mr. Barr was required by law to read my qui tam back in January. As a matter of URGENT National Security, I’m formally and respectfully requesting an investigation into charges of misprision of treaso/felony under U.S.C. code 4. Additionally, action must be taken immediately to review my complaint, as new information has come up since my filing. This past August Journalist Millie Weaver was arrested as she was uploading a documentary called, Shadow-Gate. I have a sworn affidavit stating the arrest of a U.S. journalist was orchestrated on Wright-Patterson AFB. Also, Immediately following the release of Shadow-Gate, a attorney on the team for a subject in the documentary, Roger Stone, reached out to a former colleague with Navy intelligence background seeking more information about me. After a few weeks of my response to info he was sending Stone’s attorney, this former colleague did an online search and found Stone’s attorney had died at the age of 54. I haven’t been able to confirm cause of death. I’m in DC area for a few more days and would like to arrange for an in-person meeting with Federal agents to provide them with an updated, sworn and notarized affidavit.

I have discovered compelling evidence that social media warfare tools I helped in pioneering for the U.S. Department of Defense contract during the Obama administration, was unlawfully procured by Obama’s then National Security Adviser, Gen. James Jones. I have provided a copy of my sworn record to my Congressman, Gus Bilirakis, and I am providing Senator Rick Scott with a copy tomorrow. Even more troubling is the multiple partnerships forged between Gen. Jones and Facebook. The most current was the partnership between Facebook and Atlantic Council to, “restore election integrity worldwide” and “combat social media fake news.” Jones was the Chairman of the Board at that time, giving him unlimited access and knowledge of any partnership agreements or Memorandum of Understanding (MOU’s). This is extremely troubling, as another famous partnership with Facebook, Cambridge Analytica / Psy-Group, had Gen. Jones on the board of Wikistrat / Psy-Group.
I believe that if any code or proprietary information from the ShadowNet made its way into ANY application used in the partnership between Facebook, Cambridge Analytica, Psy-Group or other social media influence company with Gen. Jones in a leadership role, Facebook could be party to the original procurement fraud. A kind of, “fruit of the poisonous tree,” as they say.
Irregardless, such relationships don’t help the integrity of elections, it destroys the integrity, which is the very core of our Democratic Republic.

Since 2018, the FTC has been investigating Facebook’s partnership with a company called, Cambridge Analytica, owned by Joel Zamel. Facebook has publicly acknowledged to shareholders to expect about $5 billion in fines. So why then did Facebook partner with the Atlantic Council, which was then chaired by Obama’s former National Security Adviser; Gen. James Jones?
Jones was one of two senior adviser’s on Wikistrats board, and in 2018, Facebook partnered with Jones at the Atlantic Council to, “restore election integrity worldwide.” Additionally, both Jones and Michael Hayden, Obama’s former CIA director, founded ClearForce.com, which combines social media profiles with real-time criminal, financial, credit, medical and travel data, and with artificial intelligence (AI), they create “Minority Report” like behavioral profiles for employers to use in hiring new employees, and the real-time monitoring of existing employees.
Another company owned by Gen. Jones is Dynology, which offers a commercially available product under the trademarked names, “ShadowNet” and “iPsy.” These social media psychological warfare tools provided the same clandestine, social media influence capabilities we indicted the 12 Russian’s for in 2018. Paul Manafort and Rick Gates company, 3EDC, were Dynology’s #1 preferred partner at that same time.
I don’t find it plausible that Facebook didn’t know of Jones’ involvement with Joel Zamel, Cambridge Analytica, Psy-Group, Wikistrat, ClearForce, Dynology and the ShadowNet. I question if Mark Zuckerberg’s relationship with Gen. Jones and Michael Hayden began with Cambridge Analytica, and I believe this should be investigated, as the threat this poses not just to American, but WORLDWIDE, could be devastating.
The mere appearance of impropriety threatens the very core of America’s Democratic Republic; Election Integrity! The potential for abuse of Facebook’s user privacy in a, “Minority Report” like scenario is, in my personal opinion, far worse – especially in light on $billions in UK and China investment firms into ClearForce.

What Happened
SUMMARY OF FORMAL COMPLAINT:
In 2018, Facebook partnered with the Atlantic Council to, “restore election integrity worldwide,” and to “combat election-related propaganda and misinformation from proliferating on its service.” Facebook has stated it will be sharing its user data with The Atlantic Council as part of this relationship.
The Atlantic Council’s chairman of the board at that time was retired 4-star Gen. James Jones, and a partnership of this magnitude must have involved the chairman and his employees and likely additional contract support.
As a former employee of Dynology Corporation, a small, family owned Defense Contracting company ran by Gen. Jones and his immediate family, I find this relationship to be exceptionally troubling.
From 2007-2010, I worked for Dynology in pioneering the same social media psychological warfare capabilities the FBI’s office of Special Council indicted the 12 Russian’s for in 2018. We made this capability commercially available in 2008-2009 under the trademark of ‘ShadowNet’ and its relational database, ‘iPsy.’ At that same time, Paul Manafort’s company, 3EDC, published on their website, Dynology Corporation, as their #1 Preferred Partner. Additionally, Dynology and 3EDC both provided IT, website and “micro-targeted” social media services to John McCain’s 2008 Presidential campaign.
In 2013, following the Edward Snowden leaking of classified information, components of the ShadowNet and its iPsy relational social media profile database was used in the development of a new application, ClearForce, by adding real-time social-media, criminal, financial, medical, travel and other personally identifiable information (PII), then analyzing the PII using Artificial Intelligence (AI). The ClearForce application then creates, “predictive” behavioral profiles of their targets to determine if they are likely to steal or leak classified information.
The ClearForce application was turned into the ClearForce corporation and opened to the public on or around December 2016. Gen. James Jones and his son, Jim Jones are the founders of ClearForce. Other members of the ClearForce board include, former Obama CIA director, Michael Hayden, a Democrat California Congresswoman, a credit reporting agency founder, healthcare medical records founder and many more people with unprecedented access to personally identifiable information, (PII.)
The FTC is currently investigating Facebook and its relationship with Cambridge Analytica following the release of an undercover video recording where the head of Cambridge Analytica discussed seemingly illegal actions with another company, Psy-Group. This company, owned by Joel Zamel, is the sister company of Wikistrat, provides social media intelligence gathering and information operations services nearly identical to that of the ShadowNet and iPsy. In fact, a proposal by Psy-Group, which was reportedly rejected by the Trump campaign in a New York Times article, looked identical to a proposal I would have drafted for Dynology for a bid.
Even more surprising is that Gen. James Jones and Michael Hayden are on Wikistrat’s board, which to me would be like having the CEO of Coke on Pepsi’s board of directors. The potential for abuse is catastrophic and must be looked at very closely by the Federal Trade Commission in their investigation into privacy law violations with Cambridge Analytica, but with potential abuse going back to 2009 with the commercial release of the ShadowNet.

That makes the odds on Facebook partnering with the exact individual I built the ShadowNet for, which is the exact same capability Robert Mueller indicted the 12 Russian’s for to “restore election integrity worldwide,” 1 in 7.53 billion. Officially submitted under penalty of Section 1001 of title 18 of the United States Code (popularly known as the False Statements Act,) Patrick Bergy filed two official requests to congress this week.
The first request was to investigate an ethics violation Congressman Charlie Crist himself (in email response from his staff) refused to assist in providing information to congress related to his work for Obama’s National Security Advisor in pioneering social media psychological warfare from 2007-2010. John McCain, Paul Manafort and Rick Davis were all partners with Dynology, a small defense contracting company owned by Obama’s National Security Adviser at the time. WFLA News Channel 8, Judge Jeannine Pirro and Sara Carter were also included in the congressional ethics complaint made by Patrick Bergy in his sworn affidavit to the congressional ethics committee.

The ethics violation shows how in 2017 the office of congressman Charlie Crist refused to assist me in providing Robert Mueller with indisputable evidence tying the development of the ‘ShadowNet’, which I helped in pioneering for a small, family owned defense contracting company, Dynology. During the time I was developing the ShadowNet, Dynology was owned by Obama’s acting National Security Adviser, Gen. James Jones, Paul Manafort and Rick Davis were our partners, and Dynology was the IT/Website provider for John McCain’s 08′ presidential primary. It gets a bit confusing, I know. Disbelief is a common reaction to my story, which is why it is so important for my information to be investigated.
Per Congressman Crist’s own email, his refusal to help in what is clearly a national security issue was based on it being an actual house ethics violation for anyone on Congressman Crist’s staff to assist.
I did reach out to Robert Mueller’s Office of Special Council and gave my information to a woman on his staff over the phone. I was thanked, and never heard from them again. During the course of the next 12 months, at least 8 people and 2 companies directly connected to the ShadowNet were under indictment by Mueller, and were being accused of doing the exact same thing the ShadowNet was built to do!
I went back to Congressman Crist around January 4th, 2019 and met with his Veteran liaison, whom then took the information from me and promised to provide to the Special Council. I followed up with him about 30 days later in his office, where he again faxed my information to the respective people and the Special Council. I stood there and watched him to it, when called the special council and confirmed receipt personally.
So either Crist lied to me in 2017 when he refused to help, or he violated the Rules of the House Committee on Ethics – BASED ON HIS OWN EMAIL!

Concise Statement of Facts: (As well as the source of the information, in the event that the person submitting the information does not have first-hand knowledge of the facts.)*
On or around August, 2017 I filed a formal request at the
office of Charlie Crist in St. Petersburg, FL. My request was to provide
relevant and verifiable information, both classified and unclassified, to the
office of Robert Mueller and the congressional intelligence committee.
Specifically, I had asked they also inform Adam Schiff and Devin Nunes.
The information was related to my employment from 2007-2015
with Obama’s National Security Advisor, Gen. James Jones. I provided signed,
DoD memorandums literally praising me for my work on a classified IIA project
for the 4th Psychological Operations Group in Iraq. IIA is the military
nomenclature for Interactive Internet Activities. Although I don’t speak about
anything we may or may not have done that was classified, and maintain
everything we did was fully compliant with the law, I do speak about how this
taxpayer appropriated, battlefield tested, social media psychological warfare
technology was made commercially available by Gen. Jones under the name,
‘ShadowNet’. It’s relational database was called, iPsy. I provided to Charlie
Crist the actual marketing slicks, and informed his staff of my discussions
with Gen. Jones’s son, Jim Jones, whom I answered to directly, that its
capability for influencing U.S. elections was discussed. I also told them at
the same time we were making the ShadowNet commercially available, we were the
#1 preferred partner of Paul Manafort and Rick Gates, both of whom had just
been indicted by Robert Mueller for what amounted to social media influence
operations, based on reporting at the time.
As a constituent of Charlie Crist I had assumed such
time-sensitive and relevant information would absolutely something my
congressman could help me with, but to my surprise, the response, which I have
in e-mail, was that they had checked with the DC office, and they were not
allowed by ethics rules to help me in providing this information, which
exonerates my president, to those people or committees. I asked if they could
at least provide me with the phone number to the office of special counsel, and
they did. I called and spoke to some unknown staffer whom stated she worked for
Robert Mueller, and provided her a brief description of my story, as well as my
contact information. Nobody from Robert Mueller’s office ever attempted to
contact me back.
As time went by over the next year, I saw at least 8 people
directly associated with the ShadowNet, not tangentially, but next-person or
first-person connection, under indictment by Robert Mueller. So with this new
information I put together in a timeline chart and returned to the office of
congressman Charlie Crist on or about January 4th, 2019. I met with the
congressman’s Veteran liaison, Gersham, and told him my story. I then filled
out a new official request, and Gersham sent the information to the respective
parties. I followed up a month later after not hearing back, and Gersham stood
right next to me as he faxed it to the respective parties with my request. I
was also told by Gersham that congressman Crist was personally aware of my
case.
Nobody from the office of congressman Charlie Crist has
contacted me back. I sent a follow-up request yesterday, but don’t expect to
hear anything back. I had originally filed this same request with congressman
Gus Bilirakis when I live in his district, but got nowhere, and had my case
transferred to congressman Crist when I moved in 2017. I have since moved back
to congressman Gus Bilirakis district this past March, and immediately notified
his staff, opened up a new formal request, and have heard nothing back from the
congressional intelligence committee. I would also add that I had filed a
complaint with the Department of Justice Office of Inspector General before
moving sometime in late February, then re-filed it again at the direction of
the DoJ IG’s office when I moved to update my address. I have never heard back
from the IG’s office on EITHER formal, under penalty of perjury complaints I
have filed. To be honest, I don’t expect anything different from a
congressional “ethics” committee after what I’ve experienced thus
far, but felt it was worth a try.
Additionally, I would add that I have personally spoken with
Judge Jeannine Pirro and Sara Carter. I have text messages showing they were
investigating my story, and even sent me a text saying they were going to be
rolling out my story on Hannity the following week, and that Judge Jeannine was
aware of what was happening. I then got a text message from Judge Jeannine
Pirro’s persona cell phone, which I know was her’s because I had spoken to her
on that very same number and knew her voice. She sent me a text saying she was
going to speak with Devin Nunes, and then all communication between Judge
Jeannine Pirro, Sara Carter and everyone stopped. Crickets. Not an explanation
or anything.
I can provide all emails, text messages and full
documentation at your request.
The Law, Regulation, or Rule Allegedly Violated (if known):
Although I think it is terrible when a whistleblower goes to
a very public member of the 4th estate for help, and that help is betrayed, I
don’t know if it violated any laws. I do know that Charlie Crist sent me one
response in 2017 that it was an ethics violation for them to assist me with
contacting the respective agencies and individual’s, and in 2019 did just that.
So, the question is did they violate the law by refusing to provide information
regarding out national security to the respective parties, of did they violate
house ethics rules when they faxed the documentation and reached out in
2019?
